Strategies to Increase Access to Justice Through E-Court For Non-Advocates

Abstract
Research Aims: The implementation of the E-Court system by the Supreme Court aims to realize a fast, efficient and modern judiciary. However, its success in improving access to justice is hampered by the digital divide, especially among people who practice without the assistance of advocates (non-advocates). This study aims to analyze the barriers faced by non-advocate users in utilizing the E-Court feature (E-Filing and E-Payment) and formulate effective strategies to overcome these gaps.
Design/methodology/approach: The method used is normative-empirical law, by analyzing the legislation (PERMA E-Court) and the practice of Public Service in the District Court.
Research Findings: The discussion found that the main obstacles for non-advocate users were low digital literacy, the complexity of understanding registration procedures, and infrastructure limitations. The conclusion suggests that these technical and sociological barriers hinder the inclusiveness of E-Court.
Theoretical Contribution/Originality: As a suggestion, a holistic strategy is needed in the form of simplifying the application interface, strengthening the role of the E-Court desk as a technical assistance center, and collaboration with LBH to provide education and digital facilities at the community level. Thus, E-Court can truly be an inclusive instrument for all justice seekers.
